Sikkim is one of the unique states in India with positive initiatives of environmental conservation. The unique geographical position and dependance of all major sectors – Forestry, Flowers, Biodiversity, Agriculture, Horticulture, Livestock, Tourism, Hydel Power – on natural resources makes it vulnerable to climate change impacts. The impacts identified are increased heat, reduced snow, melting glaciers, glacial lakes, changing river flows, changing rainfall pattern, mosquitoes and insects, drying forests, reduced water availability and so on. Some of these impacts may assume the form of disasters such as cloud burst or glacial lake outburst causing floods and landslides, forest fires, or droughts. These concern areas need attention of the concerned state government departments and other stakeholders. Thus, it becomes essential for the state government of Sikkim, including all departments, to take notice of the cross-cutting issues and address them.

The report is the brief outcomes from state consultation organised on May 5^th & 6^th, 2016 in Gangtok to highlight gaps in the Sikkim SAPCC, identify points of convergence amongst various state policies to build climate resilience in a comprehensive manner, and prepare a draft implementation roadmap to mainstream disaster risk reduction (DRR) and climate change adaptation (CCA) into state developmental planning. This report aims to present the synthesised outcomes of the two-day consultation briefly for participants and interested stakeholders.
