Background
India’s pledge to achieve net-zero by 2070 demands pathways that are both low-carbon and socially equitable. For Odisha, a state marked by rich resources, climate vulnerability, and coastal risks, this transition is critical. While Odisha has pioneered climate budgeting and disaster resilience, the challenge lies in ensuring that workers, farmers, and communities are not left behind.
To address these issues, a multi-stakeholder consultation was held at Utkal University, bringing together policymakers, academics, civil society, and practitioners. The discussions aimed to shape state-level strategies and provide inputs for India’s NDC 3.0 under the Paris Agreement.
Objectives
- Examine Odisha’s context and role in advancing a just transition.
- Facilitate dialogue among diverse stakeholders for shared strategies.
- Broaden the scope beyond energy to include adaptation, livelihoods, and equity.
- Feed Odisha’s experiences into national and global climate agendas.
- Promote inclusive governance with the participation of workers, women, and youth.
Outcomes
- Recognition of Odisha’s leadership in climate budgeting and disaster preparedness.
- Agreement that Just Transition must span energy, livelihoods, adaptation, and social protection.
- Calls for participatory budgeting, nature-based solutions, and stronger local governance.
- Emphasis on reskilling, social security, gender justice, and youth engagement.
- Push for accessible climate data to enable community participation.
- Odisha’s innovations seen as models for national strategies and South-South collaboration.
