Rethinking Adaptation Governance: Embedding Adaptation Across National Systems through Regional Cooperation

Background and Aim:

As climate risks intensify across Asia and the Pacific, countries are increasingly recognizing that adaptation cannot be delivered through stand-alone projects alone. While significant progress has been made in developing National Adaptation Plans (NAPs), adaptation components of Nationally Determined Contributions (NDCs), and sector strategies, implementation often remains constrained by fragmented governance arrangements, limited coordination across sectors, and insufficient integration of climate risks into planning and investment decisions.

Building on the outcomes of the 9th APAN Forum and the first two webinars of the 2026 APAN Webinar Series, this webinar will explore how adaptation can be embedded across national development systems, sector policies, institutions and public finance processes. It will examine how governance arrangements, planning and financing mechanisms, and regional cooperation can help translate adaptation commitments into implementation and transformational outcomes.

The discussion will also consider emerging priorities related to policy coherence, adaptation financing, monitoring and learning systems, and regional collaboration, while generating insights to inform discussions leading to the 10th APAN Forum.
