COP28, scheduled from Nov 30 to Dec 12, 2023, in Dubai, UAE, is a crucial moment in the face of the urgent climate crisis and IPCC’s recent warning on the need to limit global warming to 1.5°C. Amidst challenges like the COVID-19 aftermath and geopolitical tensions, an inclusive, transparent, and results-oriented COP becomes imperative.
Climate Action Network South Asia (CANSA) at COP28 will prioritize key regional strategies, including Loss & Damage, Just Transition, Climate Finance, and Ecosystem Conservation. The first focus is on Mitigation and Fossil Fuel Phaseout, advocating for enhanced Nationally Determined Contributions (NDCs), a comprehensive energy package for fossil fuel phaseout, and a global target for renewable energy expansion.
Second is Adaptation and Loss and damage Finance, urging developed countries to double adaptation finance, strengthen the Global Goal on Adaptation, and operationalize the Loss and Damage Fund with grant-based finance. Equitable climate finance, international financial reforms, and debt restructuring are deemed crucial.
Conserving, Protecting & Restoring Ecosystems is the third priority, aligning efforts with the Kunming-Montreal Global Biodiversity Framework and endorsing actions to end deforestation by 2030. The fourth focus is on Climate Resilience, advocating for best practices in early warning systems, health, and community resilience, coupled with efforts to reduce plastic pollution and support urban planning.
CANSA underlines the Global Stocktake as a crucial tool for enhancing climate ambition, urging political consensus on core issues. Ensuring Accountability & Integrity is highlighted, emphasizing the need to enhance transparency and counteract greenwashing from non-party stakeholders. CANSA recognizes the urgency to address these priorities at COP28, to steer the world toward ambitious climate action, uphold principles of equity, and ensure a sustainable future.
