COP31: Advancing Climate Justice and Turning Commitments into Action

As the world prepares for COP31 in Türkiye in November 2026, South Asia continues to face intensifying climate impacts, from devastating floods and extreme heat to water scarcity, food insecurity and biodiversity loss. These interconnected crises threaten millions of lives and livelihoods, underscoring the urgent need for ambitious, equitable and locally grounded climate action.

With the world falling short of its climate goals, COP31 must be a moment to translate commitments into meaningful action. Limiting global temperature rise to 1.5°C, strengthening adaptation and resilience, and addressing loss and damage require greater ambition from governments, alongside adequate, accessible and predictable climate finance for developing countries. The principles of equity and Common but Differentiated Responsibilities and Respective Capabilities (CBDR–RC) must remain central to global climate negotiations.

For South Asia, where climate risks transcend national borders, regional cooperation and people-centred approaches are essential to building a climate-resilient future. At COP31, governments must prioritise:

  • Climate finance and loss and damage: Delivering accessible and adequate finance to support vulnerable communities in responding to climate impacts.
  • Adaptation and resilience: Strengthening climate-resilient systems for water, food, agriculture and livelihoods, with particular attention to those most affected.
  • Ambitious mitigation and a just energy transition: Accelerating emissions reductions while ensuring a fair and inclusive transition away from fossil fuels.
  • Nature and community-led action: Protecting ecosystems and biodiversity while recognising the knowledge, rights and leadership of Indigenous Peoples and local communities.
  • Equity and regional cooperation: Upholding climate justice and strengthening collaboration to address shared climate challenges across South Asia.

COP31 must be more than another round of negotiations. It must deliver tangible progress towards a just, resilient and low-carbon future, with commitments matched by action, finance and accountability. For South Asia, the stakes are clear: climate ambition must translate into protection for people, ecosystems and livelihoods, leaving no community behind.
